Reimagining Duty of Care for Frontline Responders Every day local and national humanitarian aid workers go towards crises while people are forced to leave. They form the core of the global emergency response by being the first to act when a disaster happens and are often the last to depart long after the international media have stopped reporting on the situation. Nevertheless, underlying their steadfast dedication is a stark and human truth: those who give their lives to safeguarding others are becoming increasingly unprotected themselves. The work carried out at Endam Home of Hope is firmly based on real-life experience. It has its origins in the process of forced displacement and has been developed over the years through continuous engagement with refugees, internally displaced persons, host communities, and frontline responders, giving us a clear understanding of the heavy burdens borne by local humanitarian workers. We recognise their quiet courage, yet we also see the trauma, intimidation, emotional strain, and safety risks which remain unaddressed. The Unspoken Reality: Humanity on the Frontlines The essence of humanitarian work is human connection, but the present structures of aid operations usually regard local workers as disposable intermediaries rather than as valuable partners. There is an extremely high level of risk: global safety data shows that more than 90% of aid workers who have been affected by serious violent events—such as killings, injuries, and arrests—are local and national staff members. Since they work in their own communities, they do not have access to quick evacuation possibilities or to secure security facilities. The number of fatalities worldwide has risen, with the most recent years being some of the deadliest in recorded history, the global figure for deaths consistently ranging between 280 and 380 each year. Although the majority of these casualties are borne by local responders, they are faced with severe physical and psychological risks. The Silent Burden of Burnout: In addition to the risk of physical harm, frontline workers suffer from continuous emotional exhaustion, face discrimination, and experience psychological trauma. Because there is a lack of available peer support or mental health services, burnout gradually drives committed humanitarians out of the field. Shifting the Paradigm: From Policy to Practice Although policy papers often refer to “Duty of Care” and “Localisation”, in reality these ideas seldom result in real support for community-based responders. The ‘Protection in Practice: When the Helper Needs Protection’ initiative by Endam Home of Hope is intended to address this gap by creating an open and respectful environment in which frontline aid workers can tell their stories, deal with security threats, and obtain psychosocial support from their peers. Our objective is simple in that protection should not merely be something that humanitarian workers provide to other people; it should also be something that they actively obtain. Why This Conversation Matters Now It is unjust and impossible to depend on local people without putting their safety first. Genuine localisation must include equitable access to security, mental health services, and the necessary resources for the local organisations that are actually carrying out the relief work. Endam Home of Hope intends to get this initiative before organisations such as the International Conference on the Protection of Humanitarian Aid Workers in order to encourage the global aid system to go beyond empty talk. It is not merely a matter of protecting individual aid workers—that issue is also about maintaining the basic human dignity and resilience of every community that is in crisis.
